I was thinking it should be cut off the top to keep the base area large enough. But a foot or so may not make that much difference off the bottom.
Not sure that would work, it looks like the top piece attached to the elk might slide over the bottom part. It is hard to tell from the photos though. You might have a point on it being tippy with a smaller base.
Any good, creative wood worker should be able to figure out something if it was in front of them. Matching stain can probably be figured out by talking to the original builder of the pedestal.
