"Perfectly legal"? On wdfw lands, more like "explicitly illegal." Page 29 of the waterfowl regs states "Hunting guides on WDFW lands are not permitted except for waterfowl guides on specific WDFW lands in Region 2." Doesn't get much easier to find than IN THE WATERFOWL REGS!
Washington doesn't require a guide license for starters. Forest Service land mainly on the east side does have outfitter concession rules for different areas and whatever outfitters have those concessions/permits are then the only legal commercial operations allowed in those areas and any guides have to be working for them. Some areas don't allow any commercial operations either and there is no guiding on WDFW land which a lot of people don't know. However the most common misconception is that guiding and outfitting is a prosperous way to make a lot of money. Bahahahaha.
I have run into a few "Craigslist Guides" ( hint, hint red truck) that "guide" on WDFW land they do so under the radar in the Everett snohomish area we used to see them all the time & they were quite aggressive about the blinds they built and their right to use them no matter what. (on WDFW land). Nothing that a gallon of Diesel won't fix.

Multiple complaints were filed with WDFW enforcement this season, and nothing was done!!!! This pisses people off even more. Rumor from a reliable source has it that Teamducka$$h@!# was given a warning via phone call by enforcement. They continued their illegal guiding operation all season long after being warned. They are running a white pickup with a white decoy trailer behind it in addition to the wrapped truck. Way to go Region 4 Enforcement! Nice to know you guys have our backs! Tired of the lip service! Is the red pickup being referred to a Silverado Z71???
