Why would a person pay 34K when you can go to BC and hunts Goats for under 10K. Some of them are with horses.
To know for sure, you would need to ask the hunter. I suspect it’s a combination of understanding that the funds are going towards conservation of a specie he obviously values, the opportunity to hunt mountain goats in a state that has extremely little competition for them, and a bit of pride in simply knowing he can.
