This sounds like a dumb question already, but what is the point of the fence if it has "jump ramps" ?

I believe the ground is higher, toward the top of the fence on the highway side, allowing for them to easily go back over, but not so easy to cross to the road side.
Works great besides all the holes and damaged areas. Rocks smash that thing weekly and it seems no one takes care of it
