Is there a way to apply for quality hunts (Modern Firearm) in both eastern and western Washington and not claim your general season hunt east or west until after you possibly get picked for a quality tag? For example I want to general season in little Naches if I don't get picked for a quality hunt in White River game unit? Is this possible?

No,  The only way you can apply for Eastern and Western tags is if you get selected and purchase multiseason tag

No there is not. Good luck on applying for rifle quality elk tags and getting drawn even once in your lifetime. Odds are incredibly slim even with 20+ points with point creep and the lack of tags they release.
