What he has going for him is that he's the only game in town if you want to hunt a free ranging 350+ Roosevelt elk or a 170 BT (that would be Burnworth Tale) in the Mt Adams Wilderness. He's got that action locked up.
He reminds me of some wa fishing guides.
He'd have to be permitted by USFS to be guiding in a federal wilderness area.
