It might be possible to turn down the antlerless moose permit if that were to happen, so it could go to an alternate. Would be a shame to waste it.

Page 71 - 2016 Regs...Only one moose may be taken per hunter during the hunting season.Any moose category: Anyone, except those who have previously harvested a moose in WA under an "Any Moose" permit. An individual may only harvest one moose under the "Any Moose" category during his/her lifetime.Antlerless Only Category: Anyone may apply, every year, regardless of prior harvest(s).The way this reads is that anyone can harvest multiple cows over their lifetime but only one under the Any Moose permit and only one moose per year.
