Only one moose may be taken per hunter during the hunting season.

Any moose category:  Anyone, except those who have previously harvested a moose in WA under an "Any Moose" permit.  An individual may only harvest one moose under the "Any Moose" category during his/her lifetime.

Antlerless Only Category:  Anyone may apply, every year, regardless of prior harvest(s).

The way this reads is that anyone can harvest multiple cows over their lifetime but only one under the Any Moose permit and only one moose per year.

 :yeah: This is correct

Quite a few folks had the same belief as rackattack (self included). I learned last year that a person can indeed apply, get drawn, and shoot multiple antlerless moose in their lifetime. Because of the bad wording layout in 2015 regs., I lobbied WDFW to change the "Who may apply" wording for moose, sheep & goat in the 2016 regulations, which in fact they did, using my authored language and layout.

The odds of drawing an antlerless moose permit are harder than the odds of drawing an "any moose" permit.
