The article is wrong.  They knew they'd drive out he gun shops and that was intended. They know and used the San Fran example.  They don't want gun shops and don't believe in personal gun ownership rights. The tax is not for paying for gun consequences, it's to punish ownership, dissuade selling and express their position that guns have no place in society.  Any read, that any of the consequences was a surprise is naive at the very least.
