I heard large numbers of anti hunters were putting in simply to draw tags never to be used and save an animals life.

I've been told anytime to maybe as late as July 10th now.  Apparently to many IDFG employee's and commissioners have been drawing to many tags in years past.  And there are some new checks that have went into place this year.

I wouldn't put it past them.  I doubt there is much oversight.  Maybe we need to set up a draw audit commission who monitors the draw :)

The issue was raised because 2 commissioners drew sheep tags last year, which isn't that long of a shot with resident draw odds, if you're willing to put in for unit 27 hunts most of them are about 20-25% draw odds.
I don't know if you guys have heard the name but the guy who introduced legislation to require IDFG to use an outside company to run the draw was Mike Moyle, he is the same jackwagon who keeps trying to force IDFG to implement bonus points, a new landowner tag system where all landowners with 200+ acres get tags to sell to the highest bidder, and auction tags. He's just mad because he doesn't have guaranteed landowner tags to sell for thousands of dollars so he is taking it out on IDFG
