It's only a memory at this point.  Someone took a page out of Hillary's play book and deleted it.  Not even the Federal Bureau of cover ups could resurrect it.

I still have the picture.

There are two elements top consider: spotted and kitten.  A kitten is significantly smaller than an adult.  The guidance in the pamphlet (usually <80lbs) is awfully conservative, as that weight overlaps with adult female weight too.  I have sealed quite a few cougars when I worked for WDFW, and there was never an issue of trying to discern faint residual spots; they are frequently present on individuals up to 2 years of age.  I have only seen one citation issued for taking a kitten (in Wyoming) - that cat was approximately 3 months old, less than 4' nose to tail, had distinct dark spots and a skull the size of a baseball.
As long as we have the habitat, we can argue forever about who gets to kill what and when.  No habitat = no game.

Doublelung, thank you.  Very clear reply and fits common sense reality. 

FWIW on weights, my son killed a 6 year old healthy female in western WA that weighed 88 lbs. and a friend in Canada killed an emaciated female on Vancouver Island that weighed 60 lbs.  Not sure of its age but it was an adult with no spots.

That is no more bobcat than this is a bobcat and yes I have experience w/someone who swore that there was a bobcat in his back yard (short face/bobbed tail/pointy ears/blotchy color) and it turned out the bobcat looked quite like this one:
