If the population needs to be managed down to an appropriate number, I say use hunters.  Wouldn't that be a difficult hunt to conduct though?  Seems like lots live in private yards and people putting in for permits would need to get access.

Yes.. was just out there a couple days ago. They could make it Crossbow Only  :tup:
