Understanding WY preference points

Unsuccessful for WY pronghorn again...judging by last years odds this should have been in the bag. Anyways this brought up a question i'm hoping someone can answer... I applied for a unit this year with 3 preference points, plus one i purchased going into the draw for a total of 4. Anyways after looking up the drawing odds i see that the unit has 100% draw for "4" points, and 65% draw for "<4", and 0% for 3 or less. What exactly is the difference between 4 and <4? Is that just the difference between having 4 points and buying the 4th when you apply?

Well first off, you would've only had three points in the draw this year. You can't purchase a point prior to the draw. You get the point that you paid for AFTER you are unsuccessful.

The less than 4, is a result of a group of people applying together and having their average points used. If one has 3 points and another has 4 points, the average is 3.5. They don't round up or down to the nearest whole number like most other states do.

that comes into play when groups apply, they pool all the points together. So if you had 4 and your partner had 3, you both would be in the draw with 3.5 points. 

While last year 4 points was 100%, it is very plausible that this year 5 points was 100% and 4 points was less successful.  Some area of Wyoming have been hit hard and the animal numbers are WAY down, thus less tags allotted.

Ok that makes sense thanks guys, for some reason i was under the impression you received the pref point before the drawing. Ah well more for next year.

<4 means less than 4 but more than 3.  As has been said WY does not round up or down on party applications.  So if a group has an average of 3.9 - 3.1 they will draw in order of who has the most points.  And also you do not buy a pt before the draw.  You get the pt after the draw.

I have been applying for general elk tags since 2010.  2014 is only year I didn't draw. Applications increased dramatically and odds dropped from 25% to 16%.  Specials were 100% and have dropped to less than 50% since 2014.  I made the shift to special for 2015.  2014 general special odd were 99% draw.
Economy failure = Too many people spending money they don't have on things they don't need to impress people they don't like.
