If you google it and look at hunter saftey class regs it is clear that you can't shoot across a body of water because of the chances of ricoche.

That may be the case but is there a LAW that says you can't do it? I don't think so. Besides there are different scenarios where you may be shooting "across water" and some may be safe and others not. It would be stupid to have a law for that.

Wrong. You can even shoot a rifle from the water in a boat, to the land, as long as the motorized motion has stopped.

You can shoot across water. With rifle, shotgun, pistol, muzzle and bow. BB gun too. Slingshot.

yeah the rules of hunter safety say not to shoot at a flat hard surface like water because of ricochet but there is no law about it

You can shoot across water without shooting "at" it. Nothing really dangerous about that.
