Preference Point Purchase

Any other states that allow for just the purchase of preference points as Wyoming does?

Utah is fairly cheap to buy points.

Other than Idaho and perhaps Montana I'm not aware of any which don't.

I think the question has been misunderstood. Wyoming is the only state I'm aware of that has the option to purchase a point after the draw. As mentioned there are a lot of states to build points but all of them require entering the draw even if it's just with a point option except Wyoming.

With that clarification, I believe you are correct that Wyoming is the only one.
