Looks like a coyote to me as well.  Can you stand next to the same bush and take a pic to get a idea on how tall it is?

Here is a coyote-sized subyearling wolf pup photographed by a friend recently on the National Elk Refuge.
As long as we have the habitat, we can argue forever about who gets to kill what and when.  No habitat = no game.
