Are you asking if Washingtonians count both sides? We do not, we count one side, so that looks like a spike X 2 pt to me, so if it is it wouldn't be legal in a 3 ot unit.

Do NOT assume there are eye guards on WA mule deer.  If they have them, and are at least 1" long, they count as antler points for meeting the minimum point count, but many (if not most) mulies here (certainly in the Methow Valley and I assume elsewhere in eastern WA) do not have eye guards at all.
