I was told at an eyes in the woods class that if you can get the make color and just one digit or letter of the plate they can narrow it down to just a few options. With most of the digits I am sure they can pin it down. Now whether it will be a priority for them or not is another issue.
They could cross reference the partial plate returns with a list of licensed hunters.-Detective Bean Counter

I was told that they send certain lots of plates to different parts of the state. A certain office in E WA might get plate that all start with A123 or B012 while in W WA a local office might get the A456 or B345 start in the sequence.
