Find someone who knows their stuff and have them help you find a used rig.  You'll get more for your money buying a custom or semi-custom used rifle.  If you buy a new 700 long range, you'll soon get upgrade-itis, new trigger, bed it, etc...

Look for an appropriate cartridge with a known low round count, known accuracy level, and reputable seller.

Speaking from a budget standpoint, you can buy a 700LR for $600 and put $300-500 into upgrades and still be a lot cheaper than a true custom. Or semi-custom.
I put a trigger in mine and have shot about 20 rounds of factory ammo and it's in the .7" range. Going to get a little work done to it pretty soon with a reputable builder and hope to have it shooting .5" and it will still only have about $900 invested into it all up.

I'm getting a new NF ATACR 5-25-56 for the rifle.

This is excellent advice. The best way to get started is to buy quality used equipment from somebody looking to upgrade. Building on a tweaked and tuned Rem 700 puts you at nearly the same price as a used gun with a custom action. Being patient and shopping around can save you a lot of money.

One thing I've learned is once you start shooting long range you will want to stretch it out farther. A lot of good advice above, I'll add from my own expirence you may want to take 2nd look at the 338 flavors, after almost 1000 rounds threw my 300WM I really wish I had a little longer super sonic range. If you really want an accurate rifle at a good price talk to Travis of RBros. Every now and then a customer is looking to sell a rifle he built in order to fund a new rifle. Get it used with all the benefits of a full custom, just at less cost.

I shoot a tikka t3 superlite 7mm mag, Talley lights, vortex viper hslr. Hornady superformance 154gr sst.
Confirmed out to 1630 yards now. And Two kills over 600 yards.
I have $1400 invested. Everything purchased was brandnew from sportsman warehouse

For 1,000 yards and your budget, Sendero SFII, lighter trigger spring, muzzlebreak, and a Leupold VX-3 with MOA turrets. My cousin and I had twin setups that we would shoot accurately out to 1,600 yards with our hand loads.

Wouldn't hesitate to go with an Rbros rifle if you could find one in your budget though.

I'd also consider a cooper 52 . Dj's in bothell typically has a couple . I'm running the .280ai. assuming your talking 2k for the rifle only . my son just did a tika .300wsm with a bellcarolson stock and a bench mark brake . he used a vx3 and warne bases sweet set up for 2k total .

What cartrage are you guys shooting to 1600? I Have never been able to get any degree of accuracy once it hits that trans-sonic range.

.300 RUM, shooting the 208gr A-Max.
what speed you getting out of that. Running the numbers with a 210 vld @3000fps I'm seeing the bullet go sub sonic around 1400yards unless your up high and pressure is low. Even at 3100fps it's down to 1300fps +/- at 1450yards.  I could see getting out to 1600 if your up high with pressure around 24.50 inHG.
