I've been out of the business for a few years but I think it is against the law to disable, or render TPMS inoperable.

Buddy of mine took his FJ in to a well know tire shop.To have some used tires he bought mounted.Two tires off rims and two different tires mounted balanced.They told him they were required by law to install new sensors for air.$152.00

I've never seen a law saying they had to install them, although I could see it being a company policy that they won't mount/balance tires without them where the vehicle is so equipped.
