How to find rules for rivers?

I'm a bit bummed at having trouble locating a decent spot for the opener since I want to bring my 8 year old.  That rules out the "need to be there at 2 am" spots, spots where an altercation is a distinct possibility as well as spots where he would be exposed to the local language and behavior - in other words, most of the easy access state spots.

I've been thinking about running up the Stilly or Skagit and finding a nice little spot where we could explore and find a few birds now and then without the rat race which I would still do, but not with my son.  I would like to find a couple spots that weren't dependent on tide, reservations and the like where we could go whenever we had the time.

Does anyone know where I can go to research the laws regarding this?  I would presumably be beaching my boat below mean high water and shooting at ducks over the water thus hopefully not trespassing, but I can't seem to verify if this is the law or not.  Of course, I would also map out where buildings were and find a cove or slough that was remote from people, buildings, barns, horses and the like.

You might take a look at the Barnaby Slough area.  Public land, not crowded.  Seems like a few birds are always there.

There was another post created about rivers and tides which I posted some stuff, but I can't seem to find it.  Thinking it was in the last few years.
