You shouldn't have to much trouble getting some private land, if you talk to the Bio you can get the contact info for somebody with the department who just deals with the elk conflicts and landowners.

I have no idea  why they made this a youth hunt, a terrible way to introduce a kid to elk "hunting" by shooting an elk out of a pasture in a highly populated area, Disabled Only is what this area fits best, that being said you'll not have trouble getting a farmer to let your daughter shoot one, just knock.
