It's December and still no permit?

We use to start November 1st and end Febuary 28th have a great time hunting coyotes posting our kills and telling great stories about the hunt or the one that got away.  Then one day somebody chimed in and said, (hey you should have a permit )   Now instead of 25 -30 full teams with 400 plus dead dogs, you're down to 10 half full teams and no permit.  Merry Christmas.  The bummer of people making up new regs.   You can still kill coyotes and you can still post them without permits, you just won't get any free gifts.  Besides, the stories people had use to be the best part of what use to be called COYOTE MADNESS.  Sorry guys just my  worth.
