During the time I spent in this area I came to the following opinions. There are some good mule deer areas along the snake river but the easy to get to public land is very crowded. The areas nearest Dayton are full of whitetails but are mostly private ground. The feel free to hunt stuff is usually the land that was overgrazed by cattle over the summer. If you don't mind crowds, I would head up the breaks on public land(Army Corp) near Riparia. It is normally decimated after opening day though. I've seen some nice muleys up in the blues but they are fewer and further between.
