Several states offer landowner tags you might look into.

If looking for big deer with a budget of $3500 I would buy a voucher in Colorado. A buddy hunted a 3rd season unit that would cost $1500ish for a voucher this year and killed a nice buck. They were hunting a 200"+ buck that another hunter ended up killing. I killed a nice buck there also this year. Colorado is hard to beat when it comes to mule deer. Every unit produces nice bucks.

If you had a bigger budget I would suggest either the eastern plains or Alberta.
