If prices do go up, I don't believe the new prices will be in effect for several months. I believe it's usually July 1st.
After I posted, I realized price increases must go thru the legislature, so I believe you are correct. I called the licensing desk today, and she told me there will be a press release on January 18th, and they hope to know more then. She said they are still working out glitches with the new system.
