First time Coyote hunting on the West side of the Cascades.

We just moved to Mill Creek from the Tri-Cities area. I have been hunting for Grouse/ scouting for deer for the 2017 Season. I've been to Sultan Basin, Monroe Camp rd near Lake Roesiger. I've also been to Mann rd near Sultan. I have seen coyote tracks and scat laying around but I have yet to see any dogs. Is it as simple as finding a good clearing in the woods or a clear cut, calling and waiting? I have tried to search threads but not finding a definitive answer regarding my neck of the woods. I know there are an unlimited amount of variables but I would like to know if I'm wasting my time in Snohomish County.
