Yes there is. It's pretty easy to navigate when you look at the big game regs. You'll have to do a little flip flop looking at deer and elk. But there are lots of areas open for both.
Hell, you could hunt two deer and two elk in most places!!
Not enough elk left for people to be shooting two all the time, the F&G doesn't care one bit about the wildlife all they care about is selling tags. Too many whitetail dieing too, lots of small bucks and does.

There is a quota for no resident tags and any of the second tags purchased come out of this quota. It's not unlimited second tags for everyone. Plus I wouldn't imagine many people are spending $300+ so they can shoot another whitetail doe.
