Not sure about deer but for elk you can put in for a permit and if you don't draw, you return your elk tag minute like $50. Montana doesn't do ghost points so this is how my old man and I have been building elk points

I figured out the Wyoming system from researching but I'm having more of a problem with the Montana program. This was helpful just found it. Online they are saying you only reciece 80% of your license on the refund. Thats pretty steep for building points
