This may be a stupid question....
At what point in the build process does it have to be permanently attached to not be a SBR?

Nobody seems to be able to answer that one.

I'd post my take on it, but someone would just argue about it.

I wouldn't either.

My stepdad just built this little thing. .300 blackout SBR. Suppresor is removeable. 
I don't know anything about it other than it's a Rainier Arms lower and a Sig Romeo4 optic. It's pretty cool. All paperwork, permits, stamp, whatever are all legit and on the up and up.

You could always buy a AR pistol with Sig Arm brace and shoot it like a pistol ;) ;) while you are waiting for your SBR paper work to clear then shoot it however you want after that.

Just ordered my lower receiver, stock and a 16" 6.8 SPC upper to keep me busy until my paper work clears for a Witt Machine 300 blk suppressed upper. I will post updates as the build goes along if people are interested. Thanks to all the members for their help with answering my questions.

I went the pistol route for my 300 BLK build. The upside is now it can be carried loaded in the car.

The one upside to running a detachable suppressor is that you can use it on more than one rifle. My first project was a 300 BLK (Pinned and welded flash hider to keep barrel at 16" and before we could have SBR's here). I bought a 30 cal can from AAC, but I also got an extra flash hider for my 5.56 AR so i could use one can on both of the rifles.

I just bought a CAN through The Silencer Shop. They took care of everything. This is my first Can and it was $ 528 w/stamp. It was on sale.  I put it in a TRUST too..
I couldn't care less about what anybody says..............

Free. Use a form proven to have the legal verbage required. Tax stamp and it's required $'s.

How much was the trust and what's involved in setting that up?

Setting up a trust is the easy part, after you get it named and you and your beneficiaries names on it, all you have to do is have it notarized and it becomes legal.  The part that is a PITA is the new rules of 41F that went into affect July 13, 2016.  I believe everyone on your trust has to go through the same process as the person actually buying a suppressor.  The new 41F rules has what they call "Responsible Person" and everyone has to go through the same paperwork as the purchaser.  At least that's how I understand it to be.  With the new 41F, using a trust isn't quite as appealing as it once was, but it still offers benefits over filing as an individual.
