Damage special permits - points refund?

My daughter drew a permit for a doe damage hunt and it is starting to look like it won't happen - they haven't called #1 on the list yet.  Does anyone know if you can get your points back if you don't get a call?

If it is a code "HC", this is what the regs say:

This is a damage hunt administered by a WDFW designated Hunt Coordinator.  Successful applicants will be
contacted on an as-needed basis to help with specific sites of deer/elk damage on designated landowner's property. 
Not all successful applicants will be contacted in any given year, depending on damage activity for that year.


And that's why they're easier to draw.

I knew there was a chance you wouldn't get called but I didn't realize you could loose your points and never actually get a permit.  That is pretty lame that you burn points and never get a chance to hunt.

It also seems pretty odd that this year is very cold and tons of snow down south, deer numbers are way up and yet they didn't even call the first name on the list which makes me wonder if it is even a legit program.

I agree. Especially if it's a youth hunt (assuming that's what your daughter drew). IIRC the "Hunt Coordinator" hunts were originally all for the Master Hunter program- which were basically second tags anyway- so no biggie if they never got called. Those hunts do open another can of worms, at any rate.

My daughter drew the hardest to draw youth elk bull tag. Hasn't been an elk on the property all year. Very frustrated also.

Interestingly enough, I just found out the youth and master hunters are competing for the same calls - they are all combined in the same program.  WDFW called 2 master hunters so far and no youth.  I don't know how it works, but I do know that two masters got a call and no youth so far.

I was planning on going for the master program this year, but if the hunts that are offered are reducing youth opportunity, maybe I will just become a hunter's ed instructor and call it good.  I just can't justify pulling a tag when it could have gone to a kid.  If nothing else, there should be much more clarity around these special draws.

They're definitely not doing right by the kids with that deal. Master Hunter tags are all second tags anyway; youth are not. And if they can't find a way to call more than 2 for the whole region, why even offer it.

If the master hunter hunts reduce youth opportunity, they shouldn't.  Should have 2 separate catagories/hunt pools.  Youth need to have more opportunities for success to keep them interested. JMHO

As far as I can tell, there is only one youth permit hunt this situation could occur in. It does appear this is the first year that a youth hunt was an "HC" hunt requiring a call from a hunt coordinator to participate.

Anyone who draws a permit and is not afforded an opportunity to hunt should have his points restored.

all the hc hunts are crap shoots im disabled  and drew silver dollar after 11pts  still waiting for call im also mh drew hand full times no calls  lesson learned dont burn points on ones you have to wait for call

You definitely burn your points, whether called or not.   

It is a crap shoot.   I have been called and I have drawn the permit but never gotten the call.   Still....... some lucky dog's gotta win.

This is one reason I let my MH go on this last renewal period. That, and I got drawn for MH moose and was kicked off the call list AND lost my points because I didn't buy the call-when-needed moose tag 3 months before the "opportunity". (Who buys a $330 tag for not even a chance to hunt?? Even MH manager Tracy Loveless agreed that was wrong...) I'd rather not pay extra, and do wildlife service for those very lacking incentives.. I'd rather just volunteer my time and money when I see fit and not be competing with others for very limited or unlikely opportunities. Sad that it all got managed this way. Sorry your kiddo hasn't had an opportunity yet!

I drew in 2013... I called Tracy Loveless because of being taken off the list due to not paying beforehand. He agreed that was not right and I understand it no longer requires upfront purchase. Was not upset about not getting called, was disappointed about being taken off the list AND losing points. I drew my OIL moose the following year so it took the sting out of the previous rollercoaster.  :chuckle:
