Looks like Jinkins saw it going down in flames and has tried to make it more palatable. It still sucks.
Proposed Substitute HB 1387 (H-1904.2/17)

An Act Relating to enhanced background checks and licensure for assault weapons and large capacity magazines.
The Proposed Substitute makes the following changes:
Removes all provisions regulating large capacity magazines.
Removes all provisions requiring an assault weapons license in order to possess, purchase, acquire, transfer, transport, deliver, sell, manufacture, or import an assault weapon.
Limits the definition of "assault weapon" to apply only to semiautomatic rifles that have the capacity to accept a detachable magazine and that have one or more of the following: (i) A pistol grip that protrudes conspicuously beneath the action of the weapon; (ii) a thumbhole stock; (iii) a folding or telescoping stock; (iv) a second handgrip or a protruding grip that can be held by the nontrigger hand; (v) a flash suppressor, muzzle break, muzzle compensator, or threaded barrel designed to accommodate a flash suppressor, muzzle break, or muzzle compensator. The term also includes a conversion kit, part, or combination of parts, from which an assault weapon can be assembled if in the possession of the same person.
Retains provisions that apply the requirements for pistol transfers to any sale or transfer of an assault weapon, including the requirement for a state background check in addition to a federal background check.
Provides that a person who is under the age of 21 years, but at least 18 years of age, may only possess an assault weapon in the person's place of abode, fixed place of business, or on real property under his or her control, unless certain other exemptions apply.
