Reading the article it doesn't appear they can place the blame on the wolves.  Most of the chickens and geese were missing.  They found chicken parts of a few chickens.  This sounds like a repeat of multiple cattle and sheep kills that they couldn't and wouldn't confirm as wolf kills.  If they are missing likely space aliens come and took them.  If all they found was a few chicken parts it's clear there was not enough of the carcasses to determine it was in fact wolves.   These were clearly self inflicted wounds.  It did say there were lots of wolf tracks around but in the past the investigators have said wolves are pulled in from the smell of dead animals and get blamed for killing when in fact they are innocent but just eating dead animals something else killed.    :bash:
