Boat service reccomendations - stanwood area

Got the boat out today to get it running and i'm stumped.

Charged the battery but my 2001 johnson 150 outboard won't fire up. Sounds like the starter is not engaging. Not sure what to do.

Anyone know of a trusty local repair man who won't gouge me? I see that a new starter is around $80 but I'm not even sure if that is the issue.
