The rationale for limiting the bear season to privatelands in August was based on a couple of concerns.The primary reason was bear harvest over the last threeyears exceeded some of our indicators for sustainablepopulations in some of the bear management units. Soour objective was to reduce harvest slightly during thefall season. Shortening the fall seasons also facilitatesadditional spring harvest on industrial timberlands toaddress bear damage to trees. As we increase springseasons, we may continue to exceed the thresholds formaintaining sustainable populations. Spring seasonsnot only help address tree damage, but the harvest tendsto include mostly males; which helps manage forsustainable black bear populations.The decision to reduce take during the early portion ofthe season (August) rather than the end of the seasonwas because then it also helps reduce conflict withother summer recreational users (e.g., campers, hikers,berry pickers). The reason for allowing harvest onprivate lands in August was to still provide amechanism to take bears involved in nuisance activity(e.g., orchard damage).The Department has received numerous comments onthis recommendation and all of the comments do notsupport the change to the August bear season. Becausewe’re “on the bubble” in terms of the biologicaljustification for reducing bear harvest, the Departmenthas altered our recommendation to open the 2009 fallbear season August 1 (for the subset of BearManagement Units). The revised recommendation triesto balance the emerging biological concern, provideearly fall hunting opportunity, and address public input.We will continue to monitor bear harvest trends andbiological information and provide the Fish andWildlife Commission with a recommendation for the2010-2011 fall bear hunting season in March 2010.The Fish and Wildlife Commission does not have theauthority to regulate hikers.

I do agree that we need to keep an eye on this issue for the 2010 season. I'm sure this will be back on the table again.
If the concern is harvest it higher than planned, I like the idea of limiting the tags to one per hunter...or raising the prince on the 2nd tag. I'm glad that the season is staying the same this year...and I'd like to keep the high number of bears.Kurt
