I'll have to get under there and actually mess with it this weekend. I'll follow up with some photos to pick everyone's brains with.

There is an outboard junkyard I found some time ago in Olympia area. Don't recall the name. He sells used control packs for about $250each. No guarantees. I'd make sure your rebuilt budget is about $1,500 if the motor runs good. Steering, electrical, tune up, wheel bearing kit, trailer wiring is gonna be at minimum $1,000. Add in new batteries, lights for the boat and trailer and you're getting up there quick without a couple hundred bucks in glue and carpet.
I tried to find any other way to start this, I take it needs a key?
