Out of state sales IIRC have to go through a dealer, and TWO tax stamps are required at $200 each.

Every credible source I've read indicates that F3 is only for dealer to dealer transfers, not individual to dealer. Maybe that's wrong, but my understanding is a transfer from individual to dealer = F4 +$200, then that dealer to other dealer is F3, then F4 to buyer +$200.
