Does anyone know if there is a free way to download Idaho GPS topo maps to my Garmin GPS? Or a cheap option. I don't need land ownership just topo lines and landscape features

Have you downloaded Garmin Basecamp on your pc? If your gps is relatively new they give some free content including Birdseye which is downloadable google earth imaging. You can also download any paths, or poi you mark there directly onto your gps.
