Not Northern Snohomish, but check out Crescent Lake in Monroe and Stillwater in Duvall. When I hunted pheasants there, used to see some ducks too, especially in Crescent Lake. Cherry Valley has some too, but I saw more at the other ones.
Spencer Island is a possibility as well. Last I checked, it's best if you have some sort of flotation (tube, pontoon, kayak) is best.
The North Fork Skagit access can be good if the weather/tide cooperate. There are lots of quality hunt units out there. You can find them on line.

I tried there years ago and didn't enjoy it. The parking spot then was a long hoof to the entrance and then getting out to a spot was a nightmare, tide was out so it was beyond mucky and didn't have luck. But thank you!I won't argue that. I used to hunt there before the dike broke. Ever since, it's not safe without some kind of boat. I live close enough to hear shooting most weekends at first light, pretty quiet afterwards.
