Grouse in 454 or 460 ?

Im a new adult hunter 39 years old. Im trying to learn to hunt Grouse first and then move on to deer/elkl. I went out last weekend up around snoqualmie pass off a gated road and saw two grouse. They booked it before I could get a shot off. I was carrying a ruger 10/22 with a scope. I went out today to try same area but the snow has rolled in and I was unable to get to that road. I tried serval spots today but found myself getting frustated with options. I have Onxmaps which has been great for finding private vs public land. I guess I wondering am I wasting my time in these areas? Im trying to learn some areas for late season deer muzzle loader  in these units while hunting grouse. Am I way off in my approach? This year I  hunted in 460 twice and got grouse limits.  Went to 454 for scouting and took the 22 with me, after hiking the same spots for a few days, I only saw one ruffed grouse. Ruffed grouse is spooky and sometimes it's hard to shoot them with a 22, but if you hunt in higher spots you'll mostly see blue grouse, they're easy. I would recommend driving the gravel NF roads off hwy 2, this year I saw a lot of them over there.
