Harvest guideline question

Some units have an "N/A" for their guideline and in the hunt notes it says "These units have no harvest guideline". Does that mean you can't hunt cougars in them or that there just isn't any limit in those units?

I think it's just what it says. There's no harvest guideline. So, in those units, you can hunt the late season, which is January 1 to April 30, and there's no need to worry about whether the harvest guideline has been reached, since there isn't one. Most of the units with the N/A, look to me to be mostly units without much, if any, public land. So they probably don't harvest many cougars out of those units anyway.
