Wyoming Leftover Draw

Attached is the first page of the 2017 Leftover Draw for Antelope Does, is it as simple as it seems? Any area that has a quota higher than the total of first, second and third choice has leftover tags?

Looking to take my boy to Wyoming for doe antelope or deer in the next few years and trying to understand Wyoming system.

Ive attached a spreadsheet the 2017 leftover antelope licenses after the draws and prior to the public sale.
Nature. It's cheaper than therapy.
