Does Wyoming have a nonreident disabled Vet Program?

I'm signed up for Idaho but not having much luck on finding any info from Wyoming.

Did a quick google search and found this, I think it is what you are looking for, at least it has several links, not sure about the non-resident part as I didn't look at each one though...hope it helps.
