Public rabbit habitat? Hunting rabbits without a dog

Is there any wa public land that's got a lot of rabbits? Spent some time at scatter creek rocky praire wildlife area and didn't see much sign of em in the mima mound zone down there. Any suggestions for a hopeful rabbit hunter?
