I am guessing this is just the next step. Look at how many places have stopped carrying guns/ammo/reloading supplies in the last 20 years due to regulation.

This is being done to get lists of customers. When an FFL closes it's doors, it's required to give its sales records to the ATFE. This is an end run on the feds having personal info on gun buyers.
