Ahhhhh, makes sense now.
They just lifted the cable over the rather tall stump.
Taking things found in the woods is an interesting discussion.
Oddly, I have a different view for different items.
A camera found might get a full moon, a wave or if put over a spot I've been set up for a while and someone wants to take pictures of my effort, a turn on the tree, but never take them.
I've found random cables laying on the ground that seem to have been there for a while and if I can use it, I've taken it. Thinking maybe old logging equipment that was left behind.
Never come across a new style cable wrapped around a tree stump through a rib cage from a 6 month old kill. If I did come across that I'd for sure check for a camera around though. If camera is seen, I would think the puzzle would be put together for me of someone wanting predator pictures and the cable and carcass has a purpose and an owner. A cable with no camera would be a head scratcher and the conclusion I would think would be baiting for something for someone to come kill. I wouldn't take the cable though because I would have no means to unlock or cut it. Of that same cable was found laying in the woods on the ground not around a tree and no camera watching it. I would take it and see it as litter and throw it away. Not take it thinking I'm stealing someone's property.

All this whining about a cable left on a skeleton, in the woods for god knows how long and someone takes it. I would of too. If it's left there tied to a baiting station, who's the worst of the two ? You tell us.

No, just another stupid whine session about a $5 cable... I think it's interesting how much guys bitch and moan about their stuff being taken off of public lands. Have a good day in the commie state of Washington.

I'm with ya, 92xj.  When I got to the site and saw the rib cage on the ground and no cable, I figured a critter had torn it down and a person had wandered by and picked up what would have looked like trash.  Totally understandable.

It would also be 100% understandable if someone had seen the setup and called the ranger (to your point about thinking someone was baiting to kill). 

But what these folks did is a different story.  You can hear them talking about how nice the cable is, then he inspects the length after breaking the rib cage and removing it.  It seems pretty obvious to me that they saw something they wanted, and decided to take it.

I find it curious that you'd remove the comments I made which don't seem to violate any forum rules (please educate me if I'm wrong here), and leave CAMPMEAT's comments that include profanity.
