I think it is certain that if you capped it the revenue would drop.  If people are not buying because of the odds, once the cap was in place and more people bought, the odds would go back down to where they were when people stopped buying because of the odds.

It's just a different version of the Governor's tag but everybody gets at least some shot at it.
