Why can't wdfw just say in the Regs when the drawing will be held?

I'm guessing because they don't know.

I'm positive they don't know.

Truth be told though if it was me even if I did know I wouldn't let it be known. Then if something comes up people don't take to the streets. I'd do just like wdfw does but I would try my best to make it as close to the submission deadline as I could.
