You can only harvest one goat in WA either way.

That's awesome congratulations! I have spent a lot of time in there! Lots of goats and pray for good weather! Should kill a nice one since he will be the first to hunt in there for goats in 40 years.

Right, for special permits I think it will only be one tag he has to pay for but will get two permits to operate under.  After the tag is filled, only the raffle can get you more goats.

I believe his point is that you really cannot go by "active licenses".  Within my family alone there were 3 instances in which the active license was not an accurate depiction of upcoming results.

My wife was showing "active" for something in which she was points only.  It was active momentarily, for her to receive points and then it wasn't anymore.

Everybody seems to be sure that there will be a reliable backdoor option and I don't think that's going to be the case.
Kindly do not attempt to cloud the issue with too many facts.
