These drawings people are not the WDFW special hunt permit drawings right? They're lotteries for access on private timeberland to hunt general seasons?
So people pay for entries in the drawing, and then if drawn - pay for access through gates?
yes to your second question, when you buy a yearly pass to enter the property before a certain date, your automatically put in their own elk draw. Very limited number of tags given out and no one can be on the property except those drawn during that season.

Something like 1200+ permits and only 8 elk tags being drawn for. If drawn your name can't be in the basket the next year but you don't gain points for the draw each year if not drawn either.
